مازالت زيارة الرئيس الإيراني إلى سوريا في الثالث من هذا الشهر تحصد المزيد من ردود الفعل في الإقليم. حيث تحظى الإتفاقيات التي وقعها الرئيسان السوري بشار الأسد والإيراني السيد ابراهيم رئيسي اهتمام المراقبين وتًلقي بظلالها على المشهد في المنطقة. خلال الزيارة، وقع الطرفان مذكرة التفاهم لخطة التعاون الشامل الاستراتيجي طويل الأمد بين البلدين في مختلف المجالات ومنها الاقتصاد والأمن والتعليم. بعد التوقيع ألقى الرئيس الأسد كلمة مهمة استطاع من خلالها رسم ملامح السياسة السورية تجاه القضايا العالمية والإقليمية والعربية. مواقف أعاد التأكيد عليها منذ أيام في قمة الجامعة العربية في جدة.
لقد اعتدنا أن نرى الرئيس الأسد وهو يرتجل كلمته، ولأول مرة كان يقرأ كلمته من ورقة، كانت بمثابة الوثيقة، التي ترسم معالم المرحلة التالية في المنطقة. وترتكز على إعادة بناء العلاقات وأسس التعاون والسلام.
سوريا وإيران حلف استراتيجي منذ 79
بعد الثورة الإسلامية في إيران في العام 1979، ابتدأت علاقة جديدة مع إيران وقفت خلالها سوريا بقوة إلى جانب الثورة وفي حرب الوكالة التي قادها صدام حسين عن الولايات المتحدة الأميركية. ومن خلال الرؤية الواضحة للرئيس الراحل حافظ الأسد حول ما ستؤول إليه الأوضاع والإصطفافات في المنطقة، كانت المواقف متلازمة متطابقة لا سيما حول القضية الفلسطينية، وهي القضية الأم، التي كانت أول ما جمع ما بينهما.
الامام السيد علي الخامنئي مستقبلاُ الرئيس الاسد
الرئيس السوري في كلمته، أكد على هذه العلاقة الإستراتيجية المستمرة مع إيران منذ أكثر أربعين عاماً، والتي تم تجديدها في الخامس من أيار، من خلال “التنسيق العالي” ما بين البلدين في مختلف الظروف، وما أفرزته التحولات الإقليمية منذ 2003 وحتى اليوم. تحولات أثبتت صحة المبادئ السياسية لكلا البلدين، والثبات على هذه المبادئ في ظل المخاض العالمي، هو الذي أعطى القدرة على توجيه الأحداث وحصد النتائج لصالح دولها وشعوبها بدلاً من أن تكون كل من إيران وسوريا “كقطعة خشب ملقاة في البحر تأخذها الأمواج حيث تشاء”، وأنه “خلال هذا المخاض كانت هناك حاجة للتمسك بالحقوق والسيادة، لأن الإنحناء للعاصفة يخدم السياسات الإستعمارية التي لم تجلب إلا خسارة الشعوب لمقدراتها وحقوقها”.
ثمة أمران مهمان فيما يتعلق بالعلاقة مع إيران والخطط القادمة مستقبلياً، وهما خارج النطاق العسكري والتحالف الإستراتيجي المستمر ما بين البلدين، وقد أولاهما الرئيس الأسد اهتماماً خاصاً خلال كلمته من خلال التأكيد على توسيع التبادل الاقتصادي والعلمي بين دمشق وطهران. أي أن العلاقة الاقتصادية والتبادل العلمي قائم، ولكن المطلوب سورياً اليوم هو إيجاد آليات لرفع مستوى التبادل التجاري، من خلال المشاريع التي تمت مناقشتها، لا سيما الاستثمارات بين البلدين، لأن من شأن ذلك ليس فقط تخفيف آثار العقوبات الأميركية المفروضة على البلدين، بل يمنح استقلالية كبرى لكلاهما عن الاقتصاد الأوروبي والأميركي.
الطاقة النووية السلمية في سوريا
الرئيس السوري أكد “على حق إيران في امتلاك الطاقة النووية السلمية كمصدر للطاقة وكمسار للتطور العلمي وكأداة للازدهار الوطني”، وأن الاستعمار يريد إبقاء البلاد في حالة من الجهل والتخلف، أي أن العلم أداة الشعوب الأهم للتحرر من الهيمنة، فالعلم والتطوير العلمي كان سلاح سوريا الأهم منذ البداية. ولذا فإن سوريا في السنوات القادمة ومن خلال التبادل العلمي والمعرفي والتكنولوجي القادم في العلاقة مع الشرق وإيران بالذات، قد تتجه إلى امتلاك الطاقة النووية للأغراض السلمية، وهي كانت قد بدأتها فعلياً، وقد نشهد خلال السنين القليلة القادمة إعادة بناء المفاعل الذي قصفته إسرائيل في ديرالزور في العام 2008.
ماذا تعني عودة الدول العربية الى سوريا؟
بالنسبة للعلاقة مع الدول العربية وبخاصة السعودية، لا شك أن المنطقة بأسرها ستعيش حالة من الإنفراج بعد المصالحات واللقاءات التي حدثت. مسار المصالحات أعاد الأسد التأكيد عليه خلال كلمته في قمة جدة، معتبراً أنها أوجدت ظروفاً إيجابية يجب أن توضع في مصلحة العلاقات ما بين الدول في “منطقتنا” بعد عقود من التوتر، ومن منطلق “المنطقة تربح سوية أو تخسر سوية”. وخلال عقد من الحروب العبثية في المنطقة العربية، لم ينتج عنها سوى الشرذمة والدمار. والمستفيد الأول العدو الصهيوني والأميركيين، فيما الحل في بناء علاقات عربية- عربية قوية قائمة على التفاعل لا الإنفعال، وبناء علاقات استراتيجية في داخل الإقليم.
استقبال الرئيس بشار الاسد في السعودية
تعكس العلاقات الإستراتيجية في المنطقة العربية والإقليم “المناعة”، وتجلّت في الإتفاق ما بين السعودية وإيران. ومناعة الدول ستنعكس في مواجهة “الكيان الصهيوني الشاذ” كما سماه. وهنا يرسم الأسد الخارطة القادمة في دعم فلسطين. الحديث عن المقاومة منذ النكبة الفلسطينية في العام 1948 وحتى اليوم، له دلالاته في الخيار النهائي في دعم الصمود الفلسطيني في أرضه وفي الدفاع عن نفسه وأرضه ووصفه بأنه: “واجب وضرورة، فهو الذي يشكل حاجز المناعة الأول لنا جميعاً في مواجهة ذلك الكيان المسخ”.
فالمقاومة الفلسطينية، في اعتبارات الأسد تدافع عن المنطقة بأجمعها، وهي خيار ستستمر سوريا في دعمه وهي لم تتوقف عن اتباعه كخيار استراتيجي على الرغم من الحرب لإثني عشر عاماً عليها. و”المناعة” تكمن أيضاً في وحدة الموقف العربي. و”الخيار بدعم المقاومة في فلسطين بات خياراً استراتيجياً وليس فقط وطنياً وقومياً”.
عن الاحتلال التركي والأميركي!
وفي المرحلة الآنية، أعاد الأسد التأكيد على أن الوجود التركي هو احتلال مع تقديره للدور الذي لعبته إيران وروسيا في إنجاح مبادرة المصالحة مع الأتراك. ولكنه أكد على قرار ثابت بضرورة انسحاب المحتل التركي ووقف دعم المجموعات الإرهابية قبل أية مصالحة. والكلام ينسحب على جميع الذين دخلوا إلى الأراضي السورية بغير رضى من الدولة، ومنهم قوى التحالف والتي تضم قوى غربية متعددة وعلى رأسها الولايات المتحدة والتي تقيم قواعد احتلال وتنهب النفط والخيرات السورية.
الرئيس الأسد ألمح الى مقاومة بدأت في الشمال الشرقي من سوريا من خلال عمل استراتيجي منظم ومجموعات المقاومة الشعبية، وهي في حالة تنامي منظمة ضد الإحتلال الأميركي، صحيح أن الأخبار حول عمليات المقاومة بلغت عامها الثاني اليوم، لكن تبني استراتيجية المقاومة كدولة ضد الاحتلال ينطوي على أخطار، ومع ذلك فإن سوريا تتبناه اليوم بشكل رسمي.

الخارطة العالمية تتغير
أبرزت الكلمة أهمية وجوب الإستفادة من “تغير الخارطة الإقتصادية للعالم، وتغيير التوازنات تدريجياً بإتجاه الشرق، والذي يمكنه من أن يحرر الإقتصادات الدولية من هيمنة الغرب”، وبالتالي فإن الحصار سيفقد مفاعيله تدريجياً ضد إيران وسوريا. فسياسة التحالفات السورية الإقتصادية والسياسية كانت غالباً تتجه نحو الشرق، ومع ارتفاع وتيرة المصالحات العربية مع سوريا وعودة الدول العربية الى دمشق، وحركة الأسد من روسيا وحتى الصين، يمكن قراءة معالم المرحلة القادمة التي تُرسم. وبناء عليه، علينا ألا نستغرب إذا ما كانت العلاقة الهندية- السورية ستأخذ مستقبلاً منحاها الخاص، على الرغم من المطالب الأميركية، وهي محكومة أيضاً بحكم الموقع والإستراتيجية.
عندما يتحدث المحللون السياسيون عن سير العالم نحو قوى متعددة الأقطاب فإن ذلك يبقى ضمن دائرة التحليل والقراءة، ولكن عندما يتحدث القادة عن عالم متعدد الأقطاب فإن ذلك يعني حقيقة وجودية. ولذلك فإن الحديث عن التوازنات واستغلالها من أجل بناء واقع أفضل في كلمة الأسد، يعني أن هناك مرحلة مهمة قد قطعتها سوريا. ولا ننسى أنها قد ربحت الحرب القاسية ضدها، ومن رحم هذا النصر وهذا البلد الذي صمد بدأت الولادة العسيرة لعالم جديد متعدد الأقطاب.
